DEMOCRATS’ 2027 AGENDA: Three New Taxes and a Complete Dismantling of Local Zoning

DEMOCRATS’ 2027 AGENDA: Three New Taxes and a Complete Dismantling of Local Zoning

All politics is LOCAL and the consequences of state legislation directly impact our lives daily – it’s time to pay attention. While the Democrat Supermajority’s political machine distracts you with pointless virtue-signals and national talking points, CT’s Democratic Leaders in Hartford are planning post-election to hit your wallet again in 2027. Not once, not twice, but THREE times with significant impending taxes.

Housing Bill SB 151 from this past legislative session ends all local zoning wherever there is existing or even just planned public sewer and water to a statewide mandated 9 units per acre and severely limited setbacks.

These tax and zoning bills advanced in the 2026 legislative session, despite the opposition of every Republican given the 2/3 Democratic control of both state house and senate. Democrats in CT chair every committee and Democrats hold the same majority on every committee and make the most appointments to every task force, working groups, or other appointments.

While these bills did not pass into law this year, according to the House Minority Leader, the tax bills will return as Supermajority PRIORITIES for 2027. Developer advocates and housing lobbyists at a recent statewide planners’ conference made it crystal clear that the statewide zoning density bill will be back next session.

The Democrat Supermajority is intent on three new taxes, aimed at the highest earners. These bills will be back as Supermajority priorities for 2027.

A New Statewide Property Tax on Homes Over $3 Million

You read that right. SB 101 provides that in addition to your existing property tax paid to New Canaan, Supermajority leadership wants a statewide property tax on homes valued at over $3 million. This would make Connecticut one of only 16 states with such a tax.

That property tax payment will be sent to Hartford. It won’t necessarily be invested in your schools, your roads, or your community.

Homes valued at $3–5 million would pay 2 extra mills; $5–10 million homes pay 3 extra mills; and $10+ million homes pay 4 extra mills. So if your house is assessed at $3 million, you would owe an EXTRA $3,000 in property taxes to the state.

A New State Capital Gains Surcharge

SB 104 would add a surcharge of 1.75% on capital gains for certain taxpayers. For communities like ours, where many earn income in the form of capital gains, this additional capital gains tax is significant. This would make Connecticut one of only three states to levy a capital gains surcharge.

A New Higher Income Tax Rate for Highest Earners

HB 5133 would raise Connecticut’s highest marginal personal income tax rate from 6.99% to 7.99%. This marginal rate applies to income within the affected bracket, not to every dollar a taxpayer earns.

Every Republican Voted No

Every Republican voted AGAINST advancing these 3 tax bills and the state mandated zoning bill.

New Canaan’s Republican State Senator Ryan Fazio voted NO and New Canaan’s Democratic State Representative Savet Constantine voted yeson all 3 tax bills in the Finance Revenue and Bonding Committee. The Supermajority Democrats advanced the 3 tax bills and the housing bill anyway without a single Republican vote.

Bills like these are exactly why people are leaving Connecticut for states with less punitive tax structures, like Florida, Tennessee, and Texas. When the wealth leaves, the rest of us are left holding the tax bill.

Connecticut already has one of the most progressive tax structures in the United States, the #1 highest debt per capita in the U.S., and is the 3rd most taxed state in the country. And yet, the Supermajority has stated that they will push for these ADDITIONAL taxes in 2027.

That is the record. One-party control in Hartford produced these bills. One-party control will bring them back. The only check is a larger Republican caucus — legislators who will vote no, speak up, and force the Supermajority to defend these taxes in the open.

Republicans Who Will Represent New Canaan’s Interest and Stand Against This Agenda

Ryan Fazio, candidate for Governor

Joe Kelly, State Senate, 36th District

Alma Sarelli, State Senate, 26th District

Tom O’Dea, State Representative, 125th District

We can prevent these new taxes in Connecticut and demand more prudent fiscal management — but only if we elect fiscally responsible leaders, and only if we have more balance in Hartford.

Vote Republican, Row B. Restore balance. Stop the Supermajority’s highly progressive tax and zoning agenda.
